Challenge: “Phase 2” was
an addition to “Phase
1”, a 30 bed modular
cellblock completed in 2001. Because of severe overcrowding, additional
cells could not wait for the new, permanent jail to be completed.
Modular Solution: After exploring
many options, cost and logistics led to a modular solution with
3410 sq. ft. of medium security cell space and 2898 sq. ft. of
Administrative/Program space. This 60 bed facility was
constructed with 30 cells, day space, interview space, bathrooms
and officer’s observation and control station. It was connected
to the Phase 1 building with a site-built connector. It joins a
Schiavi supplied 42' x 69' office complex/program building with
offices, bathrooms, kitchenette, reception and large open areas.
When the new permanent facility is ready, Phases 1 and 2 will become
a required Pre-Release Center. |

128 Bed Mininum Security

Challenge: Due to severe overcrowding additional
bed space was needed quickly. In addition the available site was
constrained by existing site conditions: a fence at the property
line on the North end of the site,
by an existing structure on the South, by a fence and roadway on
the East and by another existing structure on the West, making access
very difficult and Public Utilities needed to be relocated to use
the site.
Modular Solution: After determining the available footprint,
a single story structure comprised of 16 modular units, (15,000
sq. ft.), was designed to fit the available space. The new structure
was connected to an existing structure with a covered/fenced walkway.
The facility has a backup generator capable of supplying all electrical
needs for 3 days without refueling. Also CCTV, PA/Intercom, IRT
Man down, Electronic door controls, electronic lighting controls
and Video Visitation were incorporated. Connection to the existing
Central Security Control System was provided along with key features
being controlled via a touch pad PC. An existing public sanitary
sewer was relocated to accommodate the new structure. |

Medium Security Pre-Trial Youth Detention Facility

Challenge: A leading human services provider in
Massachusetts needed a medium security pre-trial, youth detention
facility to house its’ program for 20 juvenile offenders.
The state of Massachusetts awarded the
project with a significantly shortened delivery schedule.
Modular Solution: Vanguard Modular Building Systems delivered
a complete turnkey solution including all the necessary electronic
safety and surveillance. Electronic door strikes and security grates
were installed on all doors & windows with main panel individual
locking capabilities and tied to the alarm panel to meet life safety
standards. Fire alarms, sprinklers and electrical systems were
all housed in a detached build- ing outside the secured, fenced
area to allow for ease of access for any emergency responders.
Vanguard Modular completed the project in 175 days providing the
required housing on time. |

PADOC Correctional Facilities
Pennsylvania |

Challenge: Overcrowding at Correctional facilities
in Pennsylvania prompted the PADOC to turn to modular solutions
for an expedient housing solution. The facilities were at four
different locations across Pennsylvania and all with varying site
conditions.
Modular Solution: Vanguard Modular
Building Systems furnished and installed minimal security housing
facilities, totaling over 57,000 sq. ft. The four projects ran
concurrently to address housing needs for 150 inmates at each of
three locations: SCI-Laurel Highlands, SCI-Pinegrove, SCI-Muncy
and housing for 300 at the SCI-Retreat location. Each facility
consisted of double bunk dormitory style housing with individual
inmate cable TV. The dormitories included full bathroom and laundry
facilities with epoxy coated concrete floors for durability. Security
Control Systems were located at the guard stations and full sprinkler
system and climate control installed. A large, dayroom with adjacent
private counseling offices
were incorporated into the design. |
